I have been looking into building or modifying a mountain range in Colorado. As we juice the jet stream with more moisture in the north and it heads south, we could force some of the Jetstream to turn towards these areas. Its either that or cut a valley through the mountains, but that would drag the Jetstream down further and cause devastation. Slowly building a mountain, that would gradually start populating the area with more rain is a better alternative at first.

If this goes well, we should have plenty of moisture for the country to be all green.
We may need to build mountains in disrupting fashions, as the storms having more moisture will cause more tornado events on the plains. We can disrupt those cycles by making the plains more of a rolling hills, and can put the hills on top of our roads rather than tunneling, and animals will still be protected and our children from collisions and a bloody sad mess on the road from a deer every morning. It is sad.
